New cadastral-administrative information system launched in Bulgaria

On 16 December 2024, the modern cadastral and administrative information system of the Geodesy, Cartography and Cadastre Agency (GGCC) will be operational in Bulgaria. The new platform is a revolutionary step in streamlining real estate work by making the process of obtaining cadastral documents as fast, convenient and accessible as possible. 

Advantages of the new system  

New cadastral-administrative information system launched in BulgariaBefore the introduction of the platform, it took several days to receive a property scheme, even when using the "quick order" service. Now, thanks to process automation, applicants can obtain the necessary documents in just a few minutes.  

The electronic system allows citizens, businesses and public authorities to avoid queues and the need to visit offices. Documents and certificates are generated and made available in the user's personal cabinet, which can be accessed from anywhere at any time.  

The system offers more than 20 electronic services, including:  

  • sketches for buildings and land properties;  
  • extracts from cadastral maps and registers;  
  • scheme for a separate object.

These capabilities are the result of the full automation of information and document processes, which has reduced the turnaround time for applications.  

The system is built on the principles of integration and interaction with other government registries. It brings together such databases as:  

  • Cadastre and Real Estate Registry Information System;  
  • Electronic geo-map archive management system;  
  • Register of geographical names;  
  • Information system under the Black Sea Coast Spatial Planning Act (ISZUCHK)

The platform is connected to all major e-government systems, including e-authentication, e-payment and e-delivery. It is also integrated with the databases of the Registry Agency, the Bulgarian National Bank, the GRAO system, Bulgarian Post, utility companies and other organizations.  

The system ensures random distribution of service requests among the territorial departments of AGCC, which minimizes processing time.  

Transparency and accessibility

The new platform provides access to the cadastral map and registers in an open format, which increases their publicity and facilitates data re-use. For example, information on geographic names, a chronology of ownership changes and data on restrictive zones along the Black Sea coast have been added.  

All documents, including ownership schemes, have unique codes and numbers, allowing their authenticity and currency to be verified through the system.  

Snezhanka Smilkova, deputy director of the Software Integration Department at the Information Service, stressed that the new platform is in line with international standards for spatial data, as well as network and information security requirements. It replaced an outdated system that had been in place since 2006 and could not cope with the growing number of applications and the need to integrate data.  

The importance of the new web platform for citizens and businesses is huge. The launch of the new cadastral and administrative system has greatly simplified access to real estate services.  The new system is an important step in the development of Bulgaria's digital infrastructure, which will make property management convenient, transparent and modern.
