From January 1, 2025 new tariffs for the issuance of personal documents entered into force in Bulgaria

From the beginning of 2025, new prices for issuing personal documents, including identity cards and passports, came into force in Bulgaria. This amendment affected both Bulgarian citizens and foreigners living in the country.

According to the amendments, issuing a personal card to a Bulgarian citizen will cost BGN 30 instead of BGN 18 for a regular order. The cost of fast service increased by 36 to 60 BGN, and express service - by 90 to 150 BGN.

Issuance of the first personal card for persons aged 14 to 16 years with a validity period of 4 years remains free. For the issuance of the following identity card to persons aged 14 to 16 and for each identity card to persons aged 16 to 18, the preferential fee will be BGN 21.

Citizens over 70 years of age continue to use free ID card processing for all types of services: regular, fast and express.

According to the new tariffs, issuing a passport and identity cards to a person with permanently reduced working capacity or a degree of disability of 50 and more than 50 percent will cost BGN 3. for ordinary service and BGN 6 for fast service. Express service - BGN 15.

Tariffs for Bulgarian personal documents for foreigners

Long-term residence permit - BGN 45. for a regular order, BGN 90. for an urgent order, BGN 225. when ordering express services.

Permanent residence permit - BGN 45. for a regular order, BGN 90. for an urgent order, BGN 225. when ordering express services for residents of Sofia.

Temporary residence permit for a foreigner - the holder of an EU Blue Card issued by another EU member state and his family members - BGN 25.

Certificate for traveling abroad for stateless persons - BGN 50.

Residence permit of the family member of the Bulgarian citizen who has reached the age of 70 - free of charge.

Document processing times: 

• normal service - up to 30 days, 
• fast - up to 3 working days
• express - up to 8 working hours. 

The identity documents issued by the new technology and requested in regular or express orders will be accepted in local passport services. And express orders can only be received at the Office of ‘Bulgarian Identity Documents’ in Sofia, SDVR or ODMVR-Sofia.
